Background – Full Day Kindergarten and Child Care
On July 10, 2014, Minister of Education Liz Sandals reintroduced Bill 10, Child Care Modernization Act, 2014. OPSBA sent a written submission that focused on the two proposed amendments aimed at the Education Act. The first requires school boards to ensure before and/or after school programs are available to students six-to-12-years-old. This could be provided by boards directly or by a third party provider. The second proposed change would allow the Ministry to regulate accommodation fees charged by boards to third party providers located in schools. Bill 10 received Royal Assent in December 2014 and with the exception of the amendments to the Education Act requiring school boards to ensure the provision of before-and-after-school programs, all other sections of the Child Care Modernization Act, 2014 were proclaimed on Aug. 31, 2015.
